Start after seal replacement

Hi all
I have just followed Jeff Halls post and replaced my injector sleeve seals.
I drained all fuel replaced both oil filters aswell. It just doesn't want to fire.
Q1.How tight should the plunger get when priming fuel filter pump.

Q2.I'm not sure how much oil I managed to get back into the rail I tried with a syringe.

Any advice greatly appreciated
